The activity was held in line with the memorandum issued by the Civil Service Commission (CSC) as part of the celebration of the 126th Philippine Civil Service Anniversary (PCSA), anchored on the theme, “Bawat Kawani, Lingkod Bayani: Puso, Dangal, at Galing Para sa Bayan.” Through the commitment wall, USM officials and employees pledged to uphold Puso sa Serbisyo, Dangal sa Tungkulin, at Galing sa Paglilingkod, reaffirming their commitment to provide quality and responsive public service. According to the CSC, the Lingkod Bayani Commitment Wall aims to foster solidarity, collective responsibility, and a sense of community among government workers. It also serves as a call to action for employees to publicly affirm their commitment to service excellence and carry this pledge beyond the activity.
