The University of Southern Mindanao (USM) President Dr. Jonald Pimentel, and Dr. Maria Leslie Sales, Dean of the College of Education and project leader, and Dr. Marlyn A. Resurreccion, the Dean of the College of Arts and Social Sciences (CASS), signed a Memorandum of Agreement (MOA) for the “Tara, Basa!” Tutoring Program on March 10, 2025, Koronadal City, South Cotabato.
Along with USM during the MOA signing were representatives from Department of Social Welfare and Development (DSWD), Department of Education (DepEd), State Universities and Colleges (SUCs), and Local Government Units (LGUs) attended the activity.

The discussion on program objectives and implementation focused on supporting struggling elementary readers and engaging college students as tutors or Youth Development Workers (YDW).
As an implementing partner, USM-Kabacan will screen, train, and deploy qualified students from Elementary Education, Secondary Education, and Psychology. In addition, the university will also provide logistical support, participate in monitoring and evaluation, and coordinate with DSWD and DepEd to ensure successful implementation.
Aligned with the Academic Recovery and Accessible Learning (ARAL) Program Act, the initiative ensures literacy support for students while promoting leadership and civic engagement among college participants.
The MOA signing marked the start of a strengthened collaboration between USM and its co-implementers that will advance education and community development.
