uicto logoT he University of Southern Mindanao (USM) has been pro-active in adopting new technologies that would improve the services of the university to its clientele. In 1995, the University started the implementation of few applications of information technology by establishing the Information Systems Committee (ISCOM) headed by Prof. Virgilio P. Oliva, Jr. The main objective of ISCOM is to provide internet connection in the campus. Hence, the establishment of small-scale network facilities started using the wireless technology. Eventually, the Management Information System Office (MISO) was established and headed by Prof. Alberto C. Arellano. Along with the ISCOM, the MISO was tasked to develop enrolment system to automate the procedures in the enrolment and to provide assistance to the Admission and Records Office (ARO) and other frontline offices. In 2008, the ISCOM and MISO were merged into one office called Information and Communication Technology Center (ICTC). The center was first headed by the Prof. James P. Serquina. The center was tasked to plan, implement, and manage ICT resources of the university and of that in the external campuses. The development of IT-related technologies in the university was even escalated when Dr. Francisco Gil N. Garcia became the university president and Prof. Melecio A. Cordero as Director of the center. The ICTC was renamed into University ICT Office (UICTO) in 2015.

The development in IT was focused on the establishment of reliable intranet using the fiber optics. More applications were also developed anchored to the implementation of RA 9485 (Anti-Red Tape Act of 2007). At present, Prof. Eugene G. Ranjo is the director of the office with the direction to utilize the online technologies as effective intervention for the delivery of learning during COVID 19 Pandemic.

Amidst the COVID-19 pandemic, the University Information and Communication Technology Office (UICTO) plays a significant role in the operation of the University of Southern Mindanao in delivering quality and relevant education through flexible online learning.
