Hon. Desiderio R. Apag III, D.Eng, PCpE, Commissioner of the Commission on Higher Education (CHED), served as Guest of Honor and Speaker at the University of Southern Mindanao’s 2025 Founding Anniversary on October 1, 2025 at the University Auditorium, Kabacan, Cotabato.

He centered his message on Eleanor Roosevelt’s quote, “The future belongs to those who believe in the beauty of their dreams,” emphasizing that USM itself began as a dream—a vision to provide quality education, research, and service to the people of Mindanao

He reflected on the USM Founder’s vision of using education to uplift communities, noting that this belief transformed a humble dream into today’s thriving center of learning and innovation. “That belief has carried the university from its humble beginnings to what it has become today,” the Commissioner remarked.

He also noted that Roosevelt’s quote serves as a challenge to the USM community—to continue dreaming boldly, to believe in the power of knowledge, and to stay committed to service and excellence.

Moreover, Hon. Apag acknowledged the significance of this year’s Founding Anniversary theme: “USM 2025: Transforming Ideas into Enterprise, Knowledge into Excellence.” He said it powerfully reflects the true purpose of higher education.

“Ideas must not remain idle, they must be converted into enterprises that generate livelihood, innovations that solve real-world problems, and initiatives that improve lives,” he underscored. 

He also pointed out that knowledge isn’t just something to possess—it’s a responsibility. It must be shaped into excellence that uplifts people, strengthens communities, and builds nation.

Meanwhile, he acknowledged USM’s remarkable journey from a provincial college to a globally recognized higher education institution in its initiatives like the USMart Technology Business Incubator, groundbreaking research in agriculture and food security, peacebuilding and community extension programs, and strong partnerships with both local and international institutions.

“These milestones are not accidental. They are the fruits of hard work, visionary leadership, and a community united by shared values,” he underscored. 

 He added that in a rapidly changing world shaped by AI, digital transformation, climate change, and global competition, challenges also bring opportunities for institutions like USM to lead, innovate, and inspire.

The Commission on Higher Education stands with you in this journey. We are committed to supporting institutions like USM that champion innovation, inclusivity, and excellence,” he ended. 

As Chairperson of the USM Board of Regents, Commissioner Apag underscored the deeper meaning of the Founding Anniversary—a tribute to USM’s visionary founder, Hadja Bai Fatima Matabay N. Plang. Her unwavering dedication to education and public service has shaped countless lives.
