Vicente Yap Sotto, dubbed as the Father of Cebuano Journalism, was born on April 18, 1877. He was a patriot, lawyer, and publicist from Cebu City. He started his journalistic career in 1899, founding “La Justicia”, the first Filipino newspaper published in Cebu, which was suspended by the American military authorities because of its campaign for the then newly established Philippine Republic.
For many years a practicing lawyer, Senator Sotto is best known as perhaps the most militant and aggressive of those Filipino patriots who demand immediate and complete independence from the United States. He has been in the forefront of this fight for more than thirty years, at the cost of persecution, prosecution, exile, and even imprisonment.
On November 1946, Sotto was elected Senator and served as Chairman of the Senate Committee on Finance until 1950. In the Senate he authored the Press Freedom Law (now known as the Sotto Law, Republic Act No. 53) enacted in 1946. The Law protects journalists from being compelled to name their news sources.
