Professor Yvonne V. Saliling , the outstanding COVID-19 volunteer awardee from the University of Southern Mindanao (USM) shared her comprehensive COVID-19 initiatives during the 8th Episode of Philippine National Volunteer Service Coordinating Agency (PNVSCA) Online TV streamed live via Facebook on April 26, 2025. 

In the said episode, Saliling talked about the challenges faced by the students during the pandemic, particularly those who were stranded in their boardinghouses. In response, the University mobilized its faculty, staff, private individuals, and Local Government Units (LGUs) to distribute foods packs to over 400 students in Kabacan, delivered directly to their boardinghouses over 3 waves. 

She also discussed the “Oplan Exodus”, a program that helped stranded students return to their hometowns through coordinating with Rural Health Units (RHUs) and LGUs to ensure safe transport despite strict protocols within a three-month period. 

To support distance learning, they also distributed more than 2000 learning modules across Regions XII and XI, working with Department of Interior and Local Government (DILG), LGUs, and other partners to set up pick-up points. They also provided free medical and dental checkups during the crisis. 

When asked about her motivation in volunteering, Saliling said “there is magic in voluntarism. If you have the heart and passion, the impossible becomes possible”.

PNVSCA, who facilitated the program, is mandated is to promote and coordinate volunteer programs and services in the country to maximize the benefits that may be derived from volunteer assistance and properly gauge the contributions of volunteers to national development and international cooperation.
