The University of Southern Mindanao (USM) through the office of the Vice President for Research, Development and Extension (VPRDE) joined the 37th Founding Anniversary celebration of the SOCCSKSARGEN Agriculture, Aquatic, and Natural Resources Research and Development Consortium (SOXAARRDEC) on January 28, 2025, at the USM Commercial Building, Kabacan, Cotabato.
Dr. Ma. Teodora N. Cabasan, the Research Publication Services Office (RPSO) Director, represented Dr. Rody P. Garcia, the USM OIC-President.
“I encourage you to strengthen your partnerships with your consortium member institutions and explore new technologies. I truly appreciate the strong support of the members, you did not only fuel the consortium, but you attended every meeting, continuously shared knowledge, and expertise, and collaborated in every activity through the years, hence we have reached greater heights.” She underscored.
Meanwhile, Dr. Melvin B. Carlos, the Deputy Executive Director for Administration Resource Management Support and Services (ARMSS) of the Department of Science and Technology – Philippine Council for Agriculture, Aquatic, and Natural Resources Research and Development (DOST-PCAARRD), graced the event as the keynote speaker.
In his speech, he recognized the accomplishments of SOXAARRDEC over the years to wit: earning a spot in the 2024 Ugnay award, the second time achieving the distinction as the consortium was also a finalist in 2022 and the Best Research & Development Paper awards in the 2020, 2023, and 2024.
“Such achievement underscore SOXAARRDEC’s embodiment of its core values: Collaboration, Accountability, Responsiveness, Excellence, and Service; truly demonstrating that SOXAARRDEC Cares… So we hope [to aspire] not only to maintain the excellent work we have achieved, but to aim higher striving for greater recognition.” He highlighted.

Guided by its theme: “SOXAARRDEC @ 37: AANR R&D, Innovation, and Technology Transfer for Stronger Partnerships and Sustainable Future”, the event gathered the directors, presidents, and representatives of the various member institutions, and former SOXAARRDEC Directors.
With USM as its the base agency, SOXAARRDEC is an organization composed of twenty-three members promoting research and development in agriculture, aquatic, and natural resources (AANR) sector.
