On January 22, 2025, the University of Southern Mindanao Extension Services Office (USM-ESO) and College of Trades and Industry (CTI), in collaboration with the Technical Education and Skills Development Authority (TESDA), conducted a needs assessment among Persons Deprived Liberty (PDL) at Kabacan District Jail for another potential extension project in 2025.

The assessment was led by Prof. Joel V. Misanes, the project leader, alongside CTI faculty members, Prof. Julbasar M. Sajiran and Prof. Marjorie Catuguran, and the USM-TESDA Coordinator, Prof. Clarck I. Maarat. Jail Officer 1 Lorna Mae L. Agustin, represented the Bureau of Jail Management and Penology (BJMP) Kabacan Unit as the official spokesperson.

Accompanied by the ESO representatives, Ritchel O. Torres, and Rey John O. Cortez, Prof. Misanes and Officer Agustin listed the primary and essential needs of the inmates. These included hygiene kits, school supplies and groceries. Further discussed was the plan for a series of livelihood and skills enhancement trainings, such as baking and sewing to ensure that inmates are prepared for society integration.

The BJMP Kabacan District Jail expressed gratitude to USM-ESO and CTI for selecting their unit as the prospective project recipient. The initiative aligns with the jail’s 2025 objectives, highlighting its potential to enhance the quality of life for PDLs in Kabacan.

We are open sa mga ganitong opportunities para prepared na sila paglabas dito,’ Officer Agustin said.

‘Actually, may plano na kami noon na maki-pagcollaborate with USM para mas matulungan pa ang ating mga PDL,’ she added.

Prof. Misanes acknowledged the unit’s support, stating, ‘It is encouraging that our interests align and that you are receptive to this project.’

This collaborative effort underscores the shared commitment of USM-ESO and BJMP Kabacan to enhance the reintegration process for inmates and promote their welfare. It also highlights the role of extension services in addressing community needs and fostering meaningful partnerships.
